Brake fluid reservoir, update

Hello everybody, here's an update re. plastic cover over the brake reservoir filler. I,ve took pics, hope they are included.
The plastic insert looks factory fitted.Since the reservoir is overfull, there seems no way to put a suction tube in to withdraw fluid without breaking the plastic cover. This is not on a focus of the same year 2014. Somebody must know if they is a Ford idea, or why it's there. Thanks for your help.
